Fox likes to browse Zillow, and he found they recently listed their house for sale, which may be why she put a renewed effort into getting rid of the remaining dogs. I don't think she actually likes dogs that much, and may have just caved to her kids and boyfriend (when he lived there.) But yeah, she shouldn't have dogs since she's obviously not willing to put much (if any) effort into training them, keeping them in her own yard, or any of that stuff.
